Not sure about AT&T Corporate stores.
I actually knew the answer to this

It's $35, and the hassle of taking it back and dealing with a Sales assoicate who's been trained to challenge your request. If you do choose to exchange it, you have 1 final opportunity, and you have 14-days (30 for some Moto's) to make it happen.
But that isn't a bug. Or an issue. Or something that needs to be fixed. It's exactly how HTC intended it to work. So yes, it sucks. Not disagreeing, but if it's that big of an issue return the phone and get something that doesn't behave that way. For the way I use my phone it hasn't been much of a detriment, just an occasional headache. Definitely hasn't stopped me from enjoying the rest of the device.
Bug no, because it's obviously something that isn't being acknowledged as one, but it is an issue because consumers don't like it, and former Android users had no reason to believe it wouldn't work the same as every other HTC Android phone they've owned.
Before: I could work on an email and if I left the app I could come back to it exactly where I left off, without jumping through a bunch of steps to retrieve it from drafts folder. I didn't have to worry about having to re-navigate back to Android Central after I left and came back to Chrome.
After: I do.
I've always owned Audi's and every one of them has had air conditioning. It works all the time, regardless of the speed I'm driving. If I were to buy a new one today, I wouldn't think to ask if they killed the AC at 60 MPH to conserve gas. That deviates from every other car I've ever owned. Fine, I take it back, but now I'm penalized with a fee because I'm at fault for not knowing about this ahead of time & don't like it? That's an extreme analogy, but I just don't agree that consumers with Android experience are at fault for not knowing this ahead of time.
That said, I'm an informed consumer at this point, and yes I would be responsible if I bought it knowing how it works and got all worked up about it.
It is what it is, it's working as intended, and it's fine for many. But I think those that want to voice their frustration this time around should be given a free pass.
(I know this is offtopic, I apologize)
I'm just glad we're not talking about me anymore. Although that could change any second
