Apps failing even after factory reset Galaxy S5

Hello,

So I bought a Galaxy S5 second hand - seemingly brand new condition - but all apps are constantly failing. The "Unfortunately Google play services has stopped " message but for nearly everything, YouTube. , Gmail etc. I have cleared caches, reset to factory settings, done everything I could think of but still getting this constant barge of failures. Which I don't understand how is it even possible after a factory reset?

Basically looking for any tips on what else I can try - something in safe mode or idk?

Safe Mode temporarily disables third-party apps as a test of whether they are causing trouble.
Is the phone rooted?
Does the vendor have anything to say about the problem?
