Are there VPN settings for the Nexus 7?

Another discussion made me think to ask. On my iOS devices you can turn on VPN and there is a standard place to enter your VPN settings. What about with the Nexus 7? I can't seem to find them in settings.

This is particularly convenient for me since I live in Japan, but sometimes need to access U.S. sites which block foreign countries. Even the Social Security Administration site used to do that!

With my inexpensive VPN service my device appears to be in San Francisco.

It looks like you have to said some unlock protection, like a PIN, if you set VPN.
