I am stuck on September patch and can't go forward, no laptop to use Odin so it has to be sm card update, can I get some help

Your too far behind for sd card update.
But you can try getting your sim card changed and provisioned by Att as couple members here reported that helped them get updates again.

I c... let's say that is definitely not an option...
What if I should be able to get a laptop?
What firmware would I be able to flash on it using odin?

You can get the latest for the note 9 firmware from sammobile and download , along with Odin 3.13.1

I jus downloaded an update from firmware science, it's a January update for n960u 281mb, it won't pose an issue to install right
