Automatic two-way sync/backup over wifi with a PC

I'm wanting to create somewhat of a NAS using an old laptop (Windows 7) and external hard drive attached to my wifi network. What is the best solution to automatically sync folders mirrored on my "NAS" and Android phone when both devices are on the same network?

My home internet has a data cap, so I politely refuse to use data by using cloud services for what should be accomplished via local network transfer (this is where I'm running into trouble.. everything uses the internet for every action as if everyone has uncapped data).

I've found Resilio as an option, but I'm not eager to fork over $60 for what I thought could be accomplished for free (or maybe $15), given how open the OS is.

My first thought is to:
- connect the phone to the computer using wifi or the USB cable
- do all the file work from the computer, treating the phone as an external drive.

There should be multiple sync tools available for Windows that can be scripted or batched as long as you are flexible on the "automatic" part.
