I was wanting to know I'd there is anything I can download to make my S3 to automatically use the available wifi network to make/recieve calls and send/ receive texts when my mobile network is either running slower or not available at all?

I don't think you can send/receive texts over wifi using the stock messaging app. For calls, you'd probably have to use something like Google Voice. Tasker might help you with what you're trying to do, but I don't have direct experience with it.

BLUF, you're going to need the telephone network for calls and SMS with the stock app unless you have a phone that supports wifi calling. I think that the only nationwide carrier that offers wifi calling is T-Mobile.

As I understand it, Google Voice (GV) uses the telephone network to route your call through a Google switch, where is rerouted to the recipient. This is how Skype works on VZW phones as well. For SMS, you could use a different messaging service like Google Messaging, What's App, or BBM when it's released. Those use your data connection vice the telephone network. I don't know if the messaging feature of GV uses the phone or data network.

If you have poor service at home or someplace where you own the network, you might look at a network extender (you'll also see them called Femtocell ). That effectively adds a small network tower to your wifi network through an Ethernet connection to your router. Your phone (or any VZW phone) automatically connects and uses your wifi in place of the telephone network towers. I have one and it works really well.
