Back lens black painted area transparent, does it affect photo quality?

Hi, is the area near the back round lens, the black painted glass purpose is it to block light, will the photo quality be affected if that area is transparent?
Mine seem to have a 1mm line that looks transparent near the back lens at the black glass area,
It looks like a dust but it is not a dust.
