Question Bad Battery? Or Different issue?

I have an S22 Ultra, phone has been freezing up completely and restarting it self. I have noticed that if it is not plugged in and/or above a certain percentage. Let's just say half, it starts lagging at half and then further it gets lower the more it acts up. Would a phone do this if the battery was to blame?

Welcome to Android Central! That's not what I would expect from a failing battery. In case there's some 3rd party app that's causing instability, try booting into Safe Mode (which disables all 3rd party apps) and use it for a day like that to see if the same thing happens. https://www.samsung.com/us/support/answer/ANS10003495/

I have tried safe mode as well with no luck. About to just get a new phone.

Since the same thing happens in Safe Mode, it probably is a hardware issue. You could look into replacing the battery, but the cost might not be worth it. Upgrading to a new phone may be your best bet.
