Battery Level with Reset

Why would my Moto Z Play go from showing 36% power remaining to 28% with a reset sequence?

I held my volume down + power button, until the display went blank, released the buttons, the phone reset and powered back on.

At the end of that cycle, it displayed the lower battery reading.
