Best place to purchase on contract?

I'm in a family plan and will be using a relative's upgrade to purchase the S4 on release day without a preorder. Question is, where should I buy it? I like Verizon's very easy exchange system for if something goes wrong with the phone, but Verizon is too pricey. Where can I purchase the phone with either a cheaper price or no sales tax, but still have that same easy exchange policy?

It's $179.99 on contract and tax free since it's an online purchase. Also free shipping.

I'm sorry, I think a more accurate wording would be exchange policy. If I'm unsatisfied with the phone, will I be able to exchange it for another one, similar to how verizon will let me?

Target Return Policy

That is not applicable to contract phones, which has 14 day return and exchange policy, same as Verizon. Target also has a policy wherein if you make certain changes to your account within 181 days like transferring the equipment even within the same account , then they will charge you an additional $400. This is on top of the $350 etf.

Costco has the best policy wherein you can return or exchange within 90 days, however, after 14 days, your contract is locked.
