Best price off contract International Or AT&T

If i wanted to buy an off contract AT&T Note2 is there a website or that is better than others to buy from? What if I want to buy an unlocked international phone, is the only thing I am giving up 4G LTE? Is an international phone able to be used n all US carriers?
