Best Program to Manage Music Between Compuer and Android Device

I'm trying to find the best way to get my music organized and synced up between my computer and phone. I use Power Amp on my phone and currently have Windows Media Player on my computer. I'm a bit OCD about organization and some program has put my songs in an artist name folder and then in the album title folder. I'm cool with this as it's nice and neat but all new songs are just listed individually. I've had programs such as Music Bee and Media Monkey so I don't know which did this. I'm just curious as to what others use for media management? Also, do all programs sync both ways such as new songs on my phone automatically go to my computer?

Are cloud services something you'd consider, or is it important to you to store and access your music files locally?

Whatever m.o. and/or apps you decide on, make sure when setting it all up that the syncing is only done when you're connected through WiFi. Prevent nasty phone bills.
