Well, assuming you're upgrading from a Note 8, therefore going from Android 8.0 to 8.1 - personally, I would think a FRESH install would be cleaner; avoiding any possibility of a rogue app transferred from another phone from causing problems. i.e. spend 30 minutes to an hour installing your apps from the store, doing the logins/configurations and thereby insuring clean installations.
I may be way off base with these assumptions, but when I get the new phone I'm going to take the time to treat it like a NEW phone.
I know most people don't want to go through this, which is why the include the smartswitch adaptor in the box, but when we start seeing those threads in the next week or so that state 'Why does my battery life suck?', I would guarantee that those folks had app compatibility issues via migrations.
