My gut tellsm e you cant. With Sprint there used to be a *number that you could dial. But I dont think it works with cell phone.

Unknown callers are normally bill collectors or salesmen of some sort. So I would just double check to make sure its nothing important. Just saying answer to be safe and if it sounds like a salesmen...Hang up!

If you're rooted you can use some exisiting apps which can block numbers.

Root Call Blocker is one that comes to mind:

If they can do it, I think it's a pay service. I know they can do it temporarily for a specific number for free, but permanently they charge for. There's apps in Play that will do it for you, though. Don't remember the names off hand, but some simply don't let your phone ring, others auto answer and hang up without you noticing, and may be some other features to consider too.
