Preinstalled on mine as well. Maybe Samsung uses their service for the blocking. I have no idea. Just know I didn't download it.

The built in one is just a callerid.
On the S10, Go into settings and scroll down to apps, then select in the right top corner the 3 dots and click "show system apps" and scroll down to "Call Settings"
Great , thanks for the tipYes it did. It was driving me crazy. Found something similar on another forum about the 'show system apps' tip and then I found the 'call settings'. Just made notification silent.
