I've done some searching and have not found any good fixes and this has happened on 2 devices that I now own:
Samsung Galaxy Note 8 and S8 do not observe Silent/vibrate ringer settings and do not observe D Not Disturb despite all media being turned down to off. Multiple notification sounds (3-5 times) and displays despite being swiped away have been observed.
Only known "fix" is to turn off bluetooth and restart phone each time.
Issue Tracker by Google has over 200 comments with phones ranging from Pixels (all models supporting Pie), Samsung Note series (all models supporting Pie), Samsung S series (all models supporting Pie), and Huawei and OnePlus (again, models supporting Pie) that have had any kind of bluetooth connection (headphones, speakers, car connections, wearables, etc).
