Bluetooth Pairing but not Connecting

I've been working on this for hours. I've paired all of my devices, but out of the four, only one will connect and this one is a bluetooth keyboard. The other devices: an android phone, another android phone, and an android tablet. All devices have paired, but when I try to connect to any device other than the keyboard, it does nothing. It should say "connecting" but for me it just sits there and says nothing.

I've researched this and most of the suggestions are clear your bluetooth cache and data -- I've done this probably 20 times but it doesn't solve the problem and allow me to connect.

I've toggled the bluetooth on and off, and rebooted. No help.

I've unpaired all of the devices and paired them again. No help.

Can anyone who has encountered these problems offer any advice. Much appreciated!
 
An Android device can't connect to another Android device natively. You need something like a Bluetooth file transfer app. ("Connecting" 2 phones doesn't actually mean anything - there's no Bluetooth profile for "phone" or "tablet".)
