blutooth tethering WIFI Only Xoom to Android Phone

I am trying to use bluetooth to connect my android phone to my WIFI only Xoom in order to use my unlimited phone's data package to allow xoom to access internet when not in range of wireless. I have found a few threads on how to do this, but i cannot get it to work. I place the xoom into airplane mode, turn on blutooth on xoom and phone, pair xoom and phone. The devices show that they are paired, but not connected and i cannot figure out what i need to do in order to get them to connect.

The phone that i am using is a samsung charge with 4G capability.
