"Bootloader screen locked and looping..Help!"

My camera froze up firstly, si I attempted to resart the phone -power buttin down then use menu to restart- but it closed down, then reopened with

So I have tried all the combinations, when in power up again goes back to this screen. Tried the power + volume up or power + volume down but going in circles. Does this mean it is time to buy a new phone? Any help appreciated

Main board fault bud and HTC are useless at flash software to reflash your phone anyway like I say if fault on main board its spares only now bud . A year ago same thing with mine HTC wouldn't repair it said its too old a device top customer service NOT.
