Megapixel count isn't the be-all and end-all for camera quality. There are multiple factors that determine the actual quality of the camera. They include stabilization, sensor size, pixel size, sensor tech, autofocus accuracy, speed, lens quality, software processing and much more.
On their own, they don't tell a whole lot, but you need to know how they work together in order to get the full picture. A 12-megapixel camera doesn't mean it's automatically bad. You need to know what else makes up that camera to realize what it's meant for.
In the case for phones, they're designed to be all-rounders. Because the cameras on our phones will be the ones we use most often, especially for quick shots and vacations. As such, they have to perform well in most, if not, all conditions, light or dark.
