I don't see why this is even an argument. HTC says that the update was baked into the north American market devices.

JHBThree stated there were other HTC reps that said the same thing. This would give the statement considerably more weight IMHO. I just haven't see these other sources quoted.

Well when they were using pre-release software they said that, but there have been plenty of negative reviews about the One's camera since the release. This also doesn't speak to the question at hand about European models getting an update that was possibly shipped with NA models, but might not have been.
Chances are if your cameras are not producing the images you like, it is because you do not fully understand how to structure your phone to do so. Blurry pictures are almost always attributed to improper focus.
While I'm no photographer, this is is a smart phone, one shouldn't need to be a photographer to get decent pictures. The One's camera is adequate at best, it's really the one issue that is bothersome. The rest of this device is amazing.
