Can a VPN prevent updates?

When I had AVG VPN I would leave it on all the time and my monthly security updates had no problem getting to my s10e. Last November I switched to Express VPN and noticed my updates were not coming thru unless I turned the VPN off. Same thing with my S21ultra which I got in February. With VPN turned ON I check for update..."your software is up to date". Turn VPN OFF I check again..."update available". Have any of you experienced something like this?

Express VPN is more configurable with more options than the AVG VPN. One of those features involve more servers in different countries that you can choose from. Which did you select and where do you reside?
