Can a windows phone use the app if the app does not have windows phone version?

Some apps only have Iphone and Android version to download.

How to use these apps if using a windows phone?

I was thinking of buying a windows tablet, so I was wonder do you really just cannot use the app if the app has no windows version? Or is there some sort of converter or something?

Sadly not my friend, one of the main reasons I couldn't stick with my Lumia a while back - app support isn't the best compared to Google and Apple.
 
just a side note - what apps are you trying to download? the Windows app store (sorry I don't know it's official name) has a lot of 3rd party apps, designed to replicate ones on Google / Apple.

if you are buying a Windows laptop you could install Google Chrome on it and download some apps from the Chrome app store.

I am not trying to download any now. I thought of buying a new windows tablet and I was wondering if I could use all the apps from android. I intend to use GPS apps and map apps and all the apps I am using in android phone now. I am a driver and I would mount it in car. I do not want the trouble of looking for substitutes as I need to relearn the substitutes apps platform again. I would skip windows tablet if it cannot use android apps.

I was thinking if Mac has a parallel that could run windows inside a Mac, so I thought there might be some way to run android apps inside a windows tablet, thats why I asked the question
