Yes.

If it's self-powered (you plug something into the wall for power), just use an OTG cable to connect the hard drive. If it's powered by USB (no external power pack), you'll need a 2 (or more) port OTG cable. Plug the cable into the phone, the drive into the cable and the drives power pack into the other connector on the cable (it's obvious which one goes into which connector on the cable - they're the reverse of each other). I've connected a 2TB drive to a Note 3 that way. (Don't expect to find files fast - there's a difference between looking around in 32GB of file space and looking around in 2TB of file space.)
