Can I downgrade my Nexus 7 without a computer?

I have tried 2 different USB cables but neither one gets my device recognized. Just wondering if I can do it on the device somehow. Please don't post the guides, I already tried everything online.

Any solution here? I ordered a 3rd cable just in case i had 2 bad ones but im not confident about it.

Nothing shows up in device manager to use drivers, even doesn't show up using USBdev and ABD fastboot list devices.

still... tried a 3rd cable and same thing. It's really aggravating that a factory reset doesn't work as it claims.
