Can I use my Galaxy s4 camera in Mexico without incurring roaming charges

I usually turn it off but would like to turn it on just to take pictures.

Welcome to the forums!

That is not something I think most here would know. Data phones use a certain amount of data, doing nothing. I would suggest calling the carrier and asking. Also make note of the person's name, date and time of the call. We had T-mobile tell us years ago there wouldn't be charges out of the country for something and there were. I had all the info so they had to reverse the charges.

Turn off your mobile data and put it in airplane mode. Or remove the sim card.
