Can memory be accessed after a hardware failure?

My HTC One M7 AT&T recent had a hardware failure. The phone will go to the screen showing the AT&T logo and lock up. If left alone, it will cycle this process several times. It won't go any further no matter what is done. You can access the bootloader. If you select recover, you get the red triangle with an exclamation mark. If you choose factory clear, it give yous the two arrows in a circle, but then when it tries to boot you get the same result. It locks up at the AT&T logo screen.

What I want to know is can my personal data on the phone still be accessed? Maybe more importantly, can it be wiped? I already have a new phone, so I'm not worried about fixing it. I'm just worried selling the phone to someone they may have access to my personal data.
 
While this is off topic, why wouldn't you? If they know it's defective and they still want to buy it, how is this an issue?
