can not add a shortcut icon from the apps list

i have ASUS ZenPad 3S 10 (Z500M) [model p027] and i can not add a shortcut icon from the apps list by pressing and dragging the icon from the all apps list.

i know i used to could do it so something has changed preventing it.

When you open the App Drawer and long-press one of the apps there, does anything happen at all? Does it seem like it's letting you move it around, or does nothing happen at all?

Check the system settings and see if there's an option to lock the homescreen (i.e., to prevent any changes to its appearance).
