Can Send MMS But Can't Receive

I can send picture messages fine, but I haven't been receiving them from other people. Any idea how to fix this? I use the stock messaging app and have data turned on. My 3g connection icon keeps switching between being lit white, lit white with the arrows lit white as well, and the entire thing being grayed out. Could I just have a bad 3g connection on my phone?

Grayed out usually means there's no connection, so if it's going back and forth, it sounds like a connection issue. Is it always like that, or only in certain places?
