Welcome to Android Central! What's the exact name of the thing you found? Details matter -- it doesn't help that much if you say "whatever." If it's CaptivePortalLogin, that's a normal part of the system -- it controls the popup for the login screen when you connect to certain public or work wi-fi networks.
