Can the new camera be used with a third party app and support manual controls?

Is it possible, or does Moto have it locked down to only allow the auto stuff? I have seen comparisons that state that it's a great camera, but the lack of manual controls is a real turn off. I know on the original Turbo, I am unable to use another app and get the controls to work. Wasn't sure if it was just that the stock camera app didn't have them, or if they were blocked all together?
