I'm talking about non Samsung PC.Notes are absolutely compatible with a Samsung Windows PC. I figured it would come pre-loaded. Handwritten notes? I'd assume yes if you have a touch screen. (I'm using Notes on my HP Windows 11 laptop)

I have read that handwriting on Samsung Note smother when we are using S Pen as it give pressure sensitivity and palm rejection feature. But we can only use S Pen with Samsung devices. Yeah, you are right, it is working but it is not something that I want. I don't like the handwriting on it. In my experience I do not feel smoothness while handwriting compared to goodnotes and notability software, it might be because samsung notes is not a dedicated handwriting app and it caters a broad audience for solving note taking purposes.I have Samsung Notes installed on my Microsoft Surface Pro 8, which has a Surface Slim Pen 2. I can write notes on the SP8 using its pen & it syncs to my phone with no problems.
I attached a picture of the note after it was synced to my phone. (The phone is in dark mode, so the background is black. On the SP8, the background is white.)
So if you have a Non Samsung PC that has its own pen, then I would think it would work.
