Cannot activate "Access with voice match" on pixel 2

[Android Central Question]

When I go to settings to turn on "Access with voice match" (currently grayed out), it gives me error stating "trouble connecting - check your connection and try again. However, I am fully connected to home wifi (with all other devices able to connect fine). When I turn off wifi and turn on project Fi data, it gives me same error. I have tried the above advice to turn off screen context, turn off Google assistant, turn back on... But no luck.

Fyi - my Pixel 2 is updated to Pie.

Please help!
