Cannot add Apps to Home Screen

I have been using Desktop Visualizer for years to add apps to my home screen. Now it will not add anywhere.
So I downloaded Quick Shortcut Maker. Same thing.

Is there some sort of setting, in the phone, stopping this?

I think this started after the last update, which really made the phone start making weird sounds too, but that's another issue. LOL
