Cannot connect to WiFi network because the Google account​ on this phone was not properly removed?

So I factory reset my Metro PC's Samsung Galaxy On 5, when I start to set up the phone it asks the language I want the phone to be in. Then it says start here, and it takes me to the connect to WiFi page and no matter what WiFi network you attempt to connect to, it connects for a second then the error pops up saying cannot connect to WiFi due to an unauthorized factory​ reset.Is there anything I can do to bypass this?

Are you the original owner, or did you buy it used? This is an anti-theft feature of Android.
