Cannot receive call on Samsung Note 4 when my phone is locked.

I cannot receive call on Samsung Note 4 (Android 5.1.1) when my phone is locked. The phone appears offline to the caller and it goes straight to voice mail. Whereas when it is unlocked, it works fine.

Yes actually I am using Clean Master app. Should i remove it?
