Can't add web links to home screen (Chrome, Brave, shortcut app)

When I try to add a link to my home screen from Chrome or Brave (Menu > Add to home screen) I go through the steps but nothing appears.

The first time I did it on my new phone, it worked. Then a week or so later it stopped working. (I've had previous phone where it stopped working too.)

So I tried an app (Website Shortcut https://play.google.com/store/apps/details?id=com.deltacdev.websiteshortcut) and again, I do the steps and get nothing.

Nokia 5.3, Android One (pure Android). I haven't installed a different launcher.
 
Can try going into settings>reset app preference if that doesn't work you might need to factory reset. And make sure all apps are up to date .
 
Is this happening with all sites or just one in particular? Some sites kind of 'force' you to install their app blocking the 'Add to home screen' option. Can you see the option to 'Install app' in the browser menu?
 
It's working again! But behaviour is different. I get a pop-up with the option to hold and place the icon, or to add automatically.

It was with various sites. But it's working with those sites now.
 
Go to Customize then top sites. Now disable "Frequetly visited" and activate "Favorites".
Add site will appear on the home screen
