Holding down the volume/power/back button worked for me!!!!!! Just make sure you hold them down for longer than 30 seconds.
(The first time I did not hold down long enough, so it did not work.) Second attempt, I held for longer than 30 seconds and it worked!

What worked for me: I deleted many unneeded pics from my phone (culprit usually whatsapp instagram etc)
This created storage space on my phone. Now camera comes up. Its weird that its a space issue.
