Can't download files from human services

I have had to download correspondence from centrelink it downloaded fine but now I can't open the file help

You need to be sure you have an app that can handle the type of file you're downloading. If the file is, for example, a password-protected ZIP or even PDF, you need to be sure you have an app that can open a ZIP or PDF that has a password on it.
