Can't download from Play Store (pausing)

Hello. I just bought a phone with Android 5.0 and I wanna install the basics (FB, Shazam,etc). The problem is, I press download in the store, it's saying "Downloading..." and the bar is 'charging', but when I look in the "android bar" (swing from up -> down, the 'wireless/planemode space) it says "paused" in right and it's the same 'loading bar' from the store. It won't work if I reboot, if I clear data or anything. Pls help, can't install anything.

This worked for me..
1. Clear data of google play store from app manager
2.Open the link of the stuck app in play store
3.Turn of mobile data
4.Cross and click on install, an error would pop up
5.Click on install again and error would pop up again
6.Turn on mobile data and install now

Repeat steps 3-6..I did it around 20 times but then it started working..Still doesnt work with wifi

Welcome to Android Central! Try going to Settings>Apps, select Download Manager, and Clear Cache/Clear Data. Now try again.
