Can't Install or Update Apps In Play Store

Android 8.1.0
When I try to download or update any apps, it "download pending" and it never installs no matter how long I wait. It always says after about 20 mins. Of waiting that there is an error code 963. I have plenty of storage left on both the internal storage and the micro SD card. I've tried going into settings and clearing the play store cache data, but when I leave settings and go back in the cache data is still there. How can I fix this issue?

Try also clearing the cache and data from Download Manager -- you probably have to tap Menu>Show System to see it. Now try again.

try deleting the cache in google play services. you said you deleted it from the play store.
