Can't receive calls or text from people not in contacts

A few people have recently told me they had called or texted, but no notifications showed up on my phone. I have since worked out that only people in my contacts can get through, and people not in contacts cannot. Any ideas how to fix this?

if all else fails do a hard reset back to factory fresh state and then manually resync and reinstall everything. make sure all of your data is backed up first.
