Carrier or Manufacturer - Who Sends OS Updates?

I'm kind of confused as to who sends the updates to all the phones, is it T-Mobile or Samsung? ...And why the hell is Samsung developing **** when 2.2 is not out yet for this phone!?
 
I would guess Froyo has been available for our Galaxies, but you know how they like to have us playing the waiting game.

For the most part here in the U.S., it is ultimately up to the carrier when firmware updates get pushed out. Samsung helps develop the update or, in this case, update it's custom UI to work with FroYo (or any subsequent version of Android) and pushes it to the carriers. Once it's in their hands, it's entirely up to them if and/or when we get it.
 
Yea samsung has already released it to the carriers. We are just waiting for the carriers to release it to us.

Does anyone know if samsung would release it through kies too like the j16 update?
