"Cast to a nearby device" popup issue

Just figured it out...

Turn off Android "Nearby" in settings. (2nd page of the dropdown shade)

I was having the same problem. I went to:

1. Settings
2. Google
3. Nearby

and clicked on the cog/gear icon on the top bar. Then I turned off "Nearby links available" and "Devices ready to set up" and it stopped.

I don't know if this thread is still alive, but i had same problem with my Samsumg S6 edge+.

I MAYBE found a solution. I've read a lot threads related to this problem and everyone is recommending to just reinstall Google Home (Chromecast) so I did.

When I was installing the app again it asked twice for my location to "setup nearby devices" so I denied and that seemed to fix the problem.

I had the same problem and you just go to settings then go to set notifications for apps then go to the chrome app and block/turn off all notifications from the chrome app and it should go away. It was getting so annoying but mine surely went away after i did that. Good luck!
