With things like the tornado in Moore, OK, and hurricanes and such, is there such a thing as portable cell towers that can be used to augment the network and allow for communications until more permanent arrangements can be made? Wouldn't have to be the full LTE network - just phone service. Just wondering.

Great question, great answer. I just learned something of value to me.

I figured there was something like this, just wasn't sure. Thought I had heard about it for special events and such where they expected service saturation (like in DC at the inauguration). I can't imagine not being able to get to my kids or be able to know anything about their welfare. Yesterday must have been awful for so many people during that time where they didn't know.
