Changing the Limit Background Processes apps settings won't stay

I have the VZW Note 8, and when I continue to try changing the "Limit Background Processes apps" in Dev. Options; as directed, it continues to return to the default setting.
What could I be doing wrong ? Thx.

* Forgot to mention that my WiFi, Samsung Galaxy S 2 has the same problem. … when it rains it pours.

Sometimes I'd like to just go back to my first smartphone from vzw in 2002. I can't EVEN Remember what that model was..

My guess is that it's a (another!) great example of why and how custom-Android -just- doesn't work; & that's only the things that we can see.

Who knows, what-option-where, setting, condition, it isn't finding and so it doesn't work...

What's your phone info, perhaps somebody comes across the issue?.. My, poor, Lenovo Vibe C2 is running a factory ROM that's (very) close to vanilla Android, so everything functions pretty much perfectly - and what doesn't is easy to fix for this reason, heh.
