Chrome and navigation/tab settings?

I've search the forum with no luck. I recently did a factory reset on my Xoom. Now when using Chrome when I scroll down I lose the top navigation and tabs. I prefer the tabs to remain fixed or in place at the top when scrolling down. I've gone through all the settings and cannot find where to make it stay rather than hide. Not sure if the ability to have it fixed was removed via a recent update.

Does the same thing on my nexus 7 my Xoom and my phone no way to disable in current version.
