Chrome is still accessing background data after restrictions

Chrome is still accessing background data after background is restriction on and or disabled at four places.

Note 8 U.S. unlocked

1. Chrome is put to sleep immediately if not use
2. Mobile data background data is disabled
3. In chrome settings, background sync is disabled
4. Added to always sleeping app in Samsung device maintenance/care so it will not access background data

This us causing redirecting ads to still come through!

Should the congress take a look at this deceptive practice?
