Computer won't recognize my new Moto X4

brand new Moto X4.

my desktop (PC) doesn't recognize it for file transfers. when i first plug the phone in to the computer, it is set to charge only. I change it to "transfer files" and nothing happens on the computer. the phone does not show up in the file manager as a device.

I tried it on another computer (Lenovo laptop) and it works correctly. the device shows up in the file manager and I can transfer files.

My old phone (Galaxy S5) still works fine on the PC. it is recognized and I can transfer files.

so the main problem seems to be my PC just doesn't like my new phone.

please help! I need to be able to transfer files from this computer to/from my new phone.

Also try another usb lead. Make sure you are connected directly to the usb port and not through a hub or extension.

here's an update.
i have tried another computer and it works fine.
so there are now two computers that work and just one that doesn't.
i talked to Motorola and they had me try a few things:
-- I installed Motorola's Device Manager
-- I turned on developer mode and enabled USB debugging

still this one computer with Windows 8.1 doesn't recognize the phone

I only have one USB-C cord at this point so I cant try another cord. But I think it is pretty clear that my cord is good because it works with two other comptuers. One is Windows 7 and the other is Windows 10. the one that does not work is Windows 8.1.

any more ideas?
