Connecting to a router that is not connected to the internet

I'm looking to connect my nvidia shield (android 5.0) to a router I have in my room to be able to use steam link more efficiently and with a better connection. However I can't connect to it since the router itself isn't connected to the internet and android boots me off the network once it realizes it can't connect. Is there anyway to disable this behaviour? Other threads on the topic I've read are this

and otherwise my problem is very unique it seems.

If the router is there (electronically), the device should connect to it, whether there's a WAN connection or not - the shield is just a LAN device. I'm not familiar with the shield, though - they may have changed things so if you can't find an internet connection, it kicks you off wifi. (Make sure you have wifi scanning disabled - it might be looking for a better connection and never finding one.)
